The Treasury Online Payments System (TOPS) allows agency users to inquire on checks, request stop payments, request forgery affidavits and change mailing addresses for postal returns. Users have the ability to search by check number and see real-time historical information related to the check (such as status or payee information). After converting to the new system, your agency will no longer send paper (or email) research requests for checks with issue dates 12/27/02 to present - which will make your job much easier.




The West Virginia State Treasurer’s Office E-Gov system contains all transactional data generated by internet-initiated ACH and credit card purchases and was developed for the purposes of automating the processes involved with managing E-Government. These processes include daily/monthly reconcilement, agency billing, invoice payments, adjustments and management of merchant, terminal, user and transaction data. The E-Gov system also allows agencies the ability to view monthly invoices, enter payment information and query transaction information online. You may also access the Cash Concentration System (CCS) to report remote deposits and the TO Ticket System to order deposit tickets.




Internet Participant Access System


The most efficient way to conduct investment activity is to use the West Virginia Treasurer’s Office web based system, “Internet Participant Access System.” It’s a safe, friendly, efficient method of requesting account transactions. The Treasurer’s Office does not charge a fee for utilizing this system or transferring the funds electronically. Once your account is established, contributions and withdrawals can be completed daily for the Cash Liquidity and Government Money Market Pools. Activity for the Enhanced Yield Pool is only processed on the first working day of the month.
