The West Virginia State Treasurer's Office has specific West Virginia Code Authority allowing it to procure its own banking and related goods and services (§12-3A-3); goods and services related to our College Prepaid Tuition and Savings Programs (§18-30-5); and legal, accounting, financial services, investment managers, advisors, and consultants on behalf of the West Virginia Board of Treasury Investments (§12-6C-5).
Procurements not falling within the guidelines of these exemptions are secured in accordance with the rules and regulations of the State Purchasing Division and West Virginia Code §5A-3-1 et seq.
Bidding opportunities on this site fall within the guidelines of the exemptions listed above.
Dedicated Staff
The State Treasurer's Office is dedicated to promoting professionalism and ethical standards in public procurement. The STO is a member of the National Institute of Governmental Purchasing (NIGP). Ratha Boggess our Purchasing Administrator is a Certified Public Procurement Buyer (CPPB) and is only one of few CPPB's in the State of West Virginia. Mrs. Boggess is also an officer in the West Virginia Chapter of NIGP.
