REGIONAL JAIL OPERATIONS FUND
Interesting Facts:
- In the United States, the number of prisoners booked by the United States Marshal increased from 97,607 to 176,432 from 1994 and 2005.
- Arrests and bookings for weapons offenses increased at an average annual rate of 12.2%, from 2,445 during 1994 to 12,259 during 2005.
- On September 30, 2005, the United States Marshal housed 34,357 (63% of all prisoners) in facilities operated by state and local governments.
- On September 30, 2004 the United States Marshal housed 3% of all prisoners in facilities owned or operated by private contractors. At the end of fiscal year 2005, private facility operators housed 14% of all prisoners.
- The Regional Jail Authority in West Virginia reports the cost per inmate for fiscal year 2003 was $15,921.

West Virginia Regional Jails
The West Virginia Legislature passed a law in its 2005 Legislative session which created the Regional Jail Operations Partial Reimbursement Fund. Revenues deposited into this fund are composed from fees collected by magistrate and circuit courts. The State Treasurer's Office has the responsibility of receiving the collection of these fees and disbursing the funds to counties and cities who participate in the regional jail system to help offset their costs of incarceration. This is an annual distribution.
