Beginning in 2010, electronic reporting is required for all Holder Reports with the exception of law-enforcement agencies

Reports must be filed using the NAUPA II format. Following are four options for creating and submitting an electronic file, without cost:
File an Electronic Online Report by entering data directly into the STO's eHolder Program
Create an Electronic report using UPExchange and upload a file to eHolder
Download HRS Pro and upload a file to E-Holder
Create a CD with HRS Pro or UPExchange and mail with Remittance
All reports submitted on disks and CD must be encrypted

In addition, the WVSTO may waive the electronic filing requirements and allow paper reporting if the holder demonstrates that a hardship would result if it were required to file its report electronically.
